Access to eGov and third party services

Prerequisites:

Accessing eGovernment applications using an Isabel certificate is presently only possible on the Microsoft Windows platform.

General remark: Not all E-gov applications are supported by all browsers, if you are unsure if your browsers is supported, please contact the helpdesk of the concerning E-gov application. The easiest solution is to try another browser.

Compatible eGovernment applications

As of late 2017, the following eGov applications make use of the Isabel certificate:

For some applications it is necessary to export your Isabel certificate and upload it via socialsecurity.be (unfortunately the page is not available in English).

    • RV(NL)/PRM(FR) (on web)

As of september 3th 2018 access with the certificate won't be possible anymore for the following applications:

eGovernment applications & Mac

To enable the use of eGovernment applications with an Isabel certificate on Mac, the government will first have to integrate our new implementation of the Isabel Security Components into their systems. For more information, feel free to contact eGov support.

Exporting your Isabel certificate
  • In Internet Explorer, select Internet Options from the Tools menu (Alt-x or the gear icon in the upper right corner).
  • Open the tab Content and click the button Certificates
  • In the tab Personal, select the certificate you want to export, and click the Export... button. This will start the Certificate Export Wizard.
  • Use these options 
    • "No, do not export the private key" > Next
    • "Base-64 encoded X.509" > Next
    • Click the Browse... button and specify a file name and a location > Next
    • Click Finish
Issues when trying to login to an eGovernment site while using your Isabel certificate
  1. Are you using the latest version of the Isabel Security Components ?
  2. Are these trusted sites for eGov present in your list of trusted sites?
    (Tools > Internet Options > Security > Trusted sites > Sites )
    • https://*.belgium.be
    • https://*.minfin.fgov.be
    • https://*.nbb.be
    • https://*.socialsecurity.be
    If this is not the case, installing the Isabel 6 security components will add the egov sites to the trusted sites of Internet Explorer.
  3. If you are an Isabel 6 ebanking user: Can you login to Isabel 6 www.isabel.eu/login6 successfully?
    Yes :
    go to step 4.
    No :

    • Open the Isabel Control Panel: Start > (All) Programs > Isabel Services > Isabel 6 Control Panel.
    • Double-click on 'Install your Certificate'.
      (or  )
    • Follow these steps if you were unable to install your certificate.

  4. Remove all Isabel certificates:
    • From the windows Start Menu, search for certmgr.msc and run this program as administrator.
    • Under Personal > Certificates, delete the Isabel certificate(s) matching your card.
    • Under Intermediate Certification Authorities > Certificates, delete the line(s) Isabel Certification Authority and Isabel Certification Authority Root.
    • Under Trusted Root Certification Authorities > Certificates, delete the line(s) Isabel Certification Authority and Isabel Certification Authority Root.
       
  5. Reinstall your Isabel certificates:
    • Open the Isabel Control Panel: Start > (All) Programs > Isabel Services > Isabel 6 Control Panel.
    • Double-click 'CA'
    • Double-click on 'Install your Certificate'.
      (or  )
    • Follow these steps if you were unable to install your certificate.

If all of the above are OK but you are still unable to login to your Egovernment site using your Isabel 6 card, please contact the Egov support team to resolve your Egovernment logon issue

Issues when signing PDF documents on eGov websites

First check the configuration of your pc for the use of pdf-files via the Client Diagnosis Tool on the website of Egov (only available in Dutch or French).

If all checks in the Client Diagnosis Tool are succesfull and the issue remains, follow the next steps:

  1. Remove all Isabel certificates:
    • From the windows Start Menu, search for certmgr.msc and run this program as administrator.
    • Under Personal > Certificates, delete the Isabel certificate(s) matching your card.
    • Under Intermediate Certification Authorities > Certificates, delete the line(s) Isabel Certification Authority and Isabel Certification Authority Root.
    • Under Trusted Root Certification Authorities > Certificates, delete the line(s) Isabel Certification Authority and Isabel Certification Authority Root.
  2. Reinstall your Isabel certificates:
    • Open the Isabel Control Panel via Start > (All) Programs > Isabel Services > Isabel 6 Control Panel.
    • Double-click on 'CA'.
    • Double-click on 'Install your Certificate'.
  3. Verify that you are you using the latest version of the Isabel Security Components (click on "read more" to verify the latest version available)
    1. Open the Isabel Control Panel via Start > (All) Programs > Isabel Services > Isabel 6 Control Panel.
    2. Double-click on 'Version', on the top of the newly opened window you will see the version.  

If the steps above do not resolve the issue, please make a screenshot of the complete screen with as much information as possible, the error message must be visible and try to make sure that the error message is not hiding any other message or relevant info. Please contact Isabel Customer Care with the requested information.

Error: "Your signature device does not support the required hashing algorithm SHA256. Do you want to continue using the deprecated SHA1 algorithm or cancel the signature?"

When signing a PDF document on an eGov website the error appears:
"Your signature device does not support the required hashing algorithm SHA256. Do you want to continue using the deprecated SHA1 algorithm or cancel the signature?"

  • Install the updates of Adobe Acrobat Reader DC or Adobe Acrobat DC.
    More info of the cause can be found on the website of Adobe.
Error: "Error 510 : An error occurred during the signature process" when trying to log on to the Intervat website.

When trying to log on to the Intervat website, you receive an error message: "Error 510 : An error occurred during the signature process".

Becoming an eGov-only user

As a user, if you want to disable all of the Isabel 6 eBanking functionalities and only want to use your certificate/card for eGov purposes, you need to either remove the active links you have with active eBanking contracts, or you will have to cancel all of the active eBanking contracts linked to this user. Once there is no longer any active link between this user and any active eBanking contracts, you will be billed only for the "Isabel Secured Access" for this user from that point onward, irrespective of any modules that are still active for this user.

Remark: Please note that we cannot disable the Standard Module / Signing Module for a user once these have been enabled, but as long as all of your eBanking contracts have been deactivated, or there is no longer any active link between this user and any active eBanking contracts, you will no longer be billed for any active modules for that particular user.
