Most Belgian governmental instances offer online applications that are accessible with a level 3 commercial certificate. The Isabel SmartCard holds such a certificate and can be used to login to both the Isabel 6 platform and the government applications.
All Isabel 6 users with a personal SmartCard can access these government applications, but it is perfectly possible to order an Isabel SmartCard without bank links that will be only be used for this purpose.
We also deliver the commercial certificate to non-resident persons and companies. An important requirement is to have a Belgian VAT number, as a commercial certificate is always linked to the Belgian VAT number of your company.

Requesting an Isabel SmartCard uses the same onboarding process as becoming an Isabel 6 customer, without linking bank accounts. Please use our Isabel 6 online onboarding tool to request your Isabel SmartCard.
Each governmental instance can decide independently whether or not to support the Isabel card. Please consult the access conditions for the eGovernment application intended for more information.
Each Isabel user can use his card to access eGovernment applications. Usually, so called “function cards” are not accepted by the governmental instances.
Isabel only delivers the SmartCard with the Level 3 certificate. Questions about the use of this card (authentication / signing on government applications) should be addressed to the support desk of the application you are using this card for.
Add a new user to your Isabel subscription without granting him any banking mandates. The user will receive an Isabel SmartCard but will have no access to Isabel 6.
